Proposed 2026 Transit Service Changes
Weigh in on proposed service efficiencies and cuts for Aug. 23, 2026, as TriMet reduces spending.
We know you depend on us and service cuts are always our last resort. But with rising costs and less money coming in, we must reduce spending now to avoid more severe cuts down the road, which would affect many more riders.
In July 2025, we announced a $300 million annual budget gap. We have already reduced spending by about $150 million and that’s before the larger service changes and cuts proposed below. We reduced spending mostly through cutting internal expenses, reducing staff and pausing future bus service increases.
The service proposals below are based on ridership data as well as the feedback we heard from riders and the community in fall 2025:
- Preserve service as much as possible by first reducing where buses and trains run on the same route or close together.
- Keep Frequent Service lines that make our service convenient and reliable.
- Maintain transit to reach critical destinations like medical care and schools.
Our proposals center on network efficiency, combining lines or reducing where lines run near others. We propose eliminating some bus lines and moving routes to maintain as much service as possible. This focuses our service investment where it is needed and used most. While we are keeping frequency on higher used lines, some proposals reduce how often buses arrive at times when fewer people are riding.
We want your feedback. If you have comments or suggestions about these proposals, please let us know by January 31, 2026.

Why cuts, and why now?
The cost of just about everything has gone up due to inflation, and that’s true for putting buses and trains on the streets every day. Since 2019, we’ve faced staggering cost increases in almost everything related to running the transit system, including labor, vehicles, facilities, contractors, equipment and software.
Our cost per service hour jumped about 53% from 2019 to 2024, with prices skyrocketing for everything from tires to fuel to electricity. And that’s before the rising prices we’re experiencing today.
Our transit system is also aging, meaning more maintenance needs to be done – including upgrading equipment – to keep our vehicles, light rail system and properties in a good condition. The expense for safety and security has also risen dramatically as we address ongoing public safety challenges.
Reserves have helped us maintain our service over the last few years, but we began taking action in mid-2025 to close what had been a $300 million gap between our annual expenses and revenues to avoid more severe service cuts down the road.
On the other side, our revenue is down. The number of riders dropped dramatically during the pandemic. Despite efforts to improve safety and the condition of our vehicles, the rise of remote work has kept many riders from returning. That means we are taking in less money in fares.
We are working to increase revenue, with a fare increase likely in 2028. We will also continue our fare enforcement efforts and are pursuing other opportunities to bring in more money. Among those, we continue seeking help from regional and state leaders to identify more sustainable transit funding.
